While working, if someone comes over to me and says, with no provocation from me, "Any job worth doing is worth doing well." is it okay for me to tell them whether or not the job is worth doing at all?

Only if it's phrased as a question. Otherwise, you'd just be forcing your opinion down their throat. If, however, you retort their phrase with a properly composed question (IE: 'What makes you think I'd give a good god damn what your morals are when it comes down to work?' or 'You're not telling me that THIS is worth doing?' it's fair game.
