It's not quite a moir pattern because it moves with the wind. On days when the wind is light, there are less ripples. On days of strong wind the ripples are numerous and sometimes bounce from one end to the other.
Motion on a moir pattern depend on movement, as in the observer moving his head from side to side or the pattern wearer walking. The motion of this thing isn't since the building does not move and I can stand on the street corner for twenty minutes and there's motion up there.
Other than cropping the image and adjusting the dpi, I didn't fiddle with the image.
Although, thinking about it, maybe it is a giant, blue moir pattern that waves in the wind, but the ripples don't move like the thing is just a solid sheet of plastic, or some other material.
Still, I'm going to continue to think of it as a giant version of those sparkley sequins things on the back of Alhambra water trucks.

It's this thing on the side of a building made up of hundreds of blueish mirrors that move in the wind. It looks like waves are going across it.
I wish my camera took pictures faster so I could have better shared the motion of the thing. It's pretty amazing.

Too bad you can't make it a little movie clip. I love watching that building.
